This is a mint 2006 reissue of one of the original Silly Surfer kits and it's by the reborn Hawk Model Co!
Testor Corp put out a number of these Silver Surfers and Weird-Ohs kits in the mid-90s of course, and they have become quite collectable in their own right.
Condition Mint and sealed.
